APPLICANT REQUESTS THAT:
      
His DD Form 214, Certificate of Release or Discharge From Active Duty, be corrected to reflect his status as a Grenada Conflict Veteran.  


APPLICANT CONTENDS THAT:

He participated in the Grenada Conflict.  However, he was recently informed by Veterans Affairs (VA) that his DD Form 214 does not indicate he was a conflict veteran, which affects his veteran benefits.  He recounts events leading up to, during and after his involvement with the Grenada Conflict in 1983.  For instance, he was administered malaria medication prior to his deployment and trained for desert warfare on an operation called Bright Star.  Furthermore, during this period he was contacted by the Red Cross and notified of his uncle’s death but could not attend the funeral due to its close proximity to his deployment.  Moreover, he was mobilized in the area over Chile and surrounding areas close to Grenada.  Since he has moved so many times over the years some of his personal military records are misfiled or destroyed and he hopes his shot records and military files are available for review, as proof of his aforementioned statement.

STATEMENT OF FACTS:

The applicant initially entered the Regular Air Force on 3 June 1980.  

On 23 September 1983, the applicant’s AF Form 909, Airman Performance Report (EPR) (Airman Basic thru Senior Airman), rendered for the period 16 September 1982 through 15 September 1983, indicate he represented the squadron on Bright Star 83 exercise from 3 August to 4 September 1983.  

On 2 June 1984, the applicant was furnished an honorable discharge, and was credited with four years of active service.  

The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C.  


AIR FORCE EVALUATION:

AFPC/DPWOR recommends denial.  In order to verify the validity of a deployment and a deployment in support of a named operation, a source document must accompany a completed travel voucher.  Specifically, all source documents must identify the individual and state the named operation supported for the duration of the temporary duty (TDY).  In this case, there is no supporting information or documentation placing the applicant in Grenada as part of Operation Urgent Fury in 1983.  However, the applicant’s record accurately reflects his TDY in support of Operation Bright Star.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
      
A copy of the Air Force evaluation was forwarded to the applicant on 6 April 2015 for review and comment within 30 days (Exhibit D).  As of this date, no response has been received by this office.


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law or regulations.

2.  The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice.  We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice.  Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief.




THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
